The Government of India, with a view to recognize meritorious service and devotion to duty of the officers of the Customs & Central Excise Department instituted a scheme for grant of Appreciation Certificates by the President of India in 1962. Under this scheme, the President's Appreciation Certificates are granted to the officers for: i. Exceptionally meritorious service rendered at the risk of life. ii. Specially Distinguished Record of Service. While the award for exceptionally meritorious service rendered at the risk of life is considered on two occasions, viz, the Republic Day and the Independence Day, the award for Specially Distinguished Record of Service is considered only on the occasion of the Republic Day. Care is taken to see that only those cases are considered for the grant of award for exceptionally meritorious service where the risk of life was grave and where the officers knowing the risk involved in a particular case still performed the meritorious act in question. The award for Specially Distinguished Record of Service is conferred on officers who have consistently shown excellent performance during the day-to-day work and who have displayed exemplary devotion to duty. Normally, only those officers who have put in a minimum of 15 years of service in the department are considered for such awards. Generally, the award for Specially Distinguished Record of Service is granted to an officer only once in his or her career, though in exceptional cases, it is awarded more than once keeping in view the outstanding work put in by the officer.
Since the introduction of the scheme in 1962, 1142 officers have been awarded Presidential Certificates of Appreciation till the year 2020. 73 Presidential Certificates of Appreciation have been awarded for Exceptionally Meritorious Service at the Risk of Life and 1069 for Specially Distinguished Record of Service. On the occasion of the Republic Day 2019, 43 officers were award Presidential Certificates of Appreciation.
